Once a building is protected from the elements and the water and sewer services have been properly installed and inspected, a water meter may be installed and used for construction water. Once the Town has issued a Certification of Occupancy (CO) inspection, the water department will complete the final water cross connection inspection and connect the water meter assembly to a radio transmitter.

Town of Silverthorne Bulk Water Policy

A minimum of two business days is required for response to bulk water requests or inquiries.

Contact the Silverthorne Operations Superintendent at 970-262-4870 during the hours of Monday – Friday, 7 a.m. to 3:30 p.m. to request bulk water.

A Town of Silverthorne business license with proof of insurance and a bulk meter agreement is required when picking up bulk water equipment from the TOS Utility department. The bulk water user must sign the agreement acknowledging our rates and policies.

Approved uses of bulk water are Truck Filling for dust control and aiding compaction, other uses must be authorized by TOS.

• Bulk water rates are $25.00/1,000 gallons and a $100 per month user fee
• The minimum rental fee is $100 and monthly fees will not be pro-rated
• Deposit of $1,250 may be required for each bulk water meter provided

Costs

• Once the final meter reading is submitted by Utility Department, an invoice will be generated and billed to the address provided on the application and business license.
• Invoices are generated quarterly. Payments may be made online using Xpress Bill Pay or a check may be mailed.
• Customer will receive an email that the deposit return form has been submitted.
• Meter assembly replacement cost is $1200.
• Damage charges to fire hydrants or Town property will equal repair costs billed for time and materials

Requirements

• Meter and Hydrant must be protected from damage, theft, freezing, etc.
• Only TOS authorized and trained personnel are to operate fire hydrants and meter equipment
• Only TOS designated fire hydrants are used for bulk water - as agreed to and permitted in advance
• The meter equipment will be properly disconnected from the hydrant at the end of each workday
• The community water supply will be protected by only using the water as approved
• The TOS Water Department will be notified immediately if there are any leaks or issues with the hydrant and/or meter equipment
• Equipment is only used with the approved check valve and all other components fully functional
• The meter must be returned in its original condition
• All water trucks being used are to have an approved air gap that is 2x pipe size.
• Hydrant meters are never used in a situation that has a high degree of hazard, such as: direct connections with chemicals, sewage, applications that increase the psi like pressure sprayers, connections with non-potable water, etc.
