Work That Requires a Permit
- New homes and commercial buildings.
- Additions, remodels, structural alterations, foundations, decks and balconies, hot tubs and garages.
- Demolition of building or structures.
- Storage sheds larger than 120 sq. ft.
- Fences over 7 ft.
- Furnace installations or replacements.
- Electrical, plumbing or mechanical work.
- Permits are not required for re-roofs. However, if the project is commercial, email the roof color and material for planning department approval.

Building in Silverthorne
The Town enforces building and technical code provisions to ensure structures within the Town conform to uniform standards. The Town of Silverthorne contracts with Summit County Building Department for building code compliance, building permit, and commercial plumbing and mechanical permit reviews and for field inspections.
Business Licenses:
All contractors and subcontractors, (other than homeowner/builders) must obtain a Town of Silverthorne Business License by applying online. The Town of Silverthorne does not require "contractor licensing" as do some other jurisdictions. Business licenses are required to be renewed annually by December 31st. Plumbing contractors must provide a copy of their master’s license as well as a contractor’s license issued by the State of Colorado. If you have questions, please call 970-262-7300 or 970-262-7310.
NOTE: If you hire a general contractor, they must pull the building permit. If you are building your own house, acting as a homeowner builder, you will pull your building permit, and a business license is not required (unless the owner is listed as LLC or Trust). If you are being paid to do work for someone else, you must be licensed with the Town.
NOTE: Please understand that in building your own home, you are obligated to fulfill the same responsibilities as a professional contractor, including knowledge of and complying with all requirements of the codes.
Permit Applications
Building Permits and Commercial Mechanical and Plumbing Permits must be applied for and issued in-person.
The following permits require a Summit County Building Department plan review. One hard copy of the permit application, plans and associated documents must be submitted in-person at the Community Development Department. Email or call 970-262-7360 or 7367 to schedule an appointment.
- Building Permit for new construction, decks, additions, remodels, tenant finishes, etc.
- Commercial/Multifamily Mechanical and/or Plumbing Permit (There needs to be individual, separate applications completed for both commercial mechanical and plumbing permits associated with new commercial building permits)
Electrical Permits are not submitted to Town of Silverthorne. Please submit electrical permits to Summit County Building Department 970-668-3170.

Residential plumbing and mechanical, fireplace/fire pit, hot tubs, window replacements and demo permits can be applied for online.
Issued permit and inspection cards must be printed and posted on-site for inspection. Issued permit and inspection cards will be emailed to the applicant and uploaded electronically to the permit application (under 'Notes').
Submittal Requirements:
Applications will be considered incomplete, and will not be reviewed, until the required documents are uploaded under the Submittals section of the application.

- Site plan or survey: Hot tubs must be drawn to-scale, with dimensions, on a site plan showing property lines and easements.

- Wood burning devices:
- Fireplace manual
- Required criteria for the type of device found under Town Code Sec. 4-8-2. - Solid fuel-burning devices.
- Gas fireplaces: no submittal required
- All fireplace permit manuals must be printed and available on-site for inspection.
- Fire pits:
- Window and door replacements
- Window specifications and/or schedule
- HOA approval (if applicable)
- Demo permits
- Demo Plans (to-scale demolition plans)
- Landowner authorization letter
- Applicants must read and understand the Demo Permit Acknowledgements prior to applying for the permit online.

- Summit County Environmental Health 970-668-4070: Permits required for commercial kitchens and food establishments.
- It is the responsibility of the homeowner to provide HOA sign-off if the project is in a neighborhood governed by a HOA. The building department will not accept applications and/or plans if a HOA approval is required and not provided at the time of application.
