The Planning department ensures that the development and growth of the Town are consistent with the Silverthorne Comprehensive Plan. Planning oversees the review of development applications, including but not limited to, site plan proposals, annexations, rezonings, PUD designations, conditional use permits, variances and sign permits.

Planning staff prepares amendments to the Town Code, prepares long-term planning documents and studies and provides policy analyses and recommendations. Staff provides support and input to the Planning Commission and Town Council and also provides support to the Silverthorne Parks, Open Space, Recreation, and Trails and Economic Development Advisory Committee.


Planning and Development Process

The final decision on most planning applications is made by the Town Council, with careful consideration of recommendations made by the Planning Commission. The process is designed to provide an opportunity for resident input at any stage, particularly during Community Meetings and Public Hearings.

Applications that require the approval of the Planning Commission and Town Council include:

  • All subdivisions and plats
  • Rezoning
  • Annexations
  • Commercial and residential site plans
  • Conditional use permits and variances
  • Planned Unit Developments (PUD) and Major PUD Amendments
  • Residential Subdivisions
  • Site Plans

Planning Applications

Planning applications require a pre-application meeting with a staff planner prior to formal submittal. Please email Danelle Cook to schedule a pre-application meeting.

After completing the pre-application meeting, submit the following through the online portal:

Please read this list about filing naming conventions prior to uploading submittal files:

  1. Do not include project name as part of the file name.
  2. Add preparation date at the end of every file name as YYMMDD.
  3. Name each file by what the file is, no abbreviations (i.e. Traffic Impact Study, not TIS)
  4. Submit plan sheets as one combined file (i.e. Civils+Architecturals+Landscaping+Lighting)
  5. Submit separate files for traffic studies, material boards, lighting cut sheets, photometric plans, etc.
  6. If you are uploading a new document, please delete the old version of that document.
  7. Please reduce your PDF prior to uploading.
  8. Max file size is 200 MB.

The Pass-Through account will be managed and paid for in the online portal.
