GFOA Award logo Silverthorne has received 19 consecutive Distinguished Budget Presentation Awards, including the most recent award for the 2023 & 2024 Town Budget.

Budget Document

The budget document is designed to be used by a wide range of participants including residents, financial organizations, Town Council, Town Planning officials and Town staff. The budget includes highlights related to cash, revenues, personnel and expenditures as well as discussions regarding future issues for the Town. The budget assesses the financial condition of the Town, answers common questions and includes the Budget Ordinance, which approves the annual budget.

The budget also includes funds that have been appropriated by Town Council:

General Fund Sales Tax: Includes revenue detail, operating department detail, (including policies, services provided to the community, accomplishments, goals, service indicators and expenditures).
Capital Improvement Fund
Development Excise Tax Special Revenue Fund
5A Housing Special Revenue Fund
Water, Sewer & Stormwater Management Enterprise Funds
Urban Renewal Authority
Joint Sewer Authority Agency Fund
Nicotine Tax Fund
Conservation Trust Fund

Annual Financial Reports

Each year the Town prepares a Annual Comprehensive Financial Report in accordance with generally accepted accounting principles (GAAP). GAAP requires that management provide a narrative introduction, overview and analysis to accompany the basic financial statements in the form of Management's Discussion and Analysis (MD&A).

The reports have been audited by the Town's independent licensed certified public accountant auditors and have been issued an unqualified ("clean") opinion.
